I used to watch a censored version, so I don't know the regular one, but it's still really good. I believe that shin-chan isn't that inappropriate. So i would say its ok to watch it. I also watched the Chinese version, which is pretty much the same as the Japanese but only dubbed Mandarin and Shin Chan's penis is uncensored but not graphic though literally drawn like what the symbol for the power button on a computer looks like but upside down , I haven't re-watched this anime in years, I'm looking forward to though when I get the chance, a lot of the comedy is based around toilet humour and the like, I think immature kids or teens who like dirty jokes would find the show hilarious, it's got many good traits, and it's really nostalgic re-watching the trailer but for the English-dub.
For people in countries who are unfamiliar this kind of content and are very formal such as England, I'd say your kid should at least be about 10 years old, if not then 12 as they may be overwhelmed by the sheer amount of toilet humour and possibly become influenced, but there's nothing too graphic, it's all for humour and shouldn't be taken seriously, the ass and tiddy jokes aren't supposed to be serious in a sexual way, only for the comedy.
It may be uncomfortable for those unfamiliar with dirty humour at first but remember, it's Asian, and Asian shows are weird, so just get used to it. Go to Common Sense review.
