Billy was dumb very dumb in this episode like dumber than dirt still smarter than Patrick in the Sea Monkey episode because nobody is dumber than that.

But Billy was pretty funny in this episode and he helped the story progress. Irwin was funny he was just there for a gag when he would try to dress up in a scary costume but always ended up with something not scary at all while also flirting with Mandy every chance he gets. Mandy was the straight man of the episode as she usually is. And it was cool to see his life when he was just a normal human. This was a good episode of a good show it worked well as a Halloween special and was very interesting and fairly funny.
