As per reports in international media, according to some locals, they were horrified to learn that the crime was committed by a gun. It was any other day in a busy area with shopping malls, offices, banks, and the likes, the only thing out of place was the gun used to assassinate Shinzo Abe.
While it is a rather common sight in the US for people to carry firearms, sometimes including assault rifles, it was an extreme rarity for the Japanese people. This is in stark contrast with the United States , where about thousand people die every year due to firearm-related injuries, this includes suicides as well. Data show that on average as per the latest figures available from these countries, the US data had Out of these numbers, homicide is almost non-existent in Japan, unlike in India and the US.
The data also seems to be directly proportional to the number of people owning firearms. In the USA , more than people per one lakh own firearms of some kind, while in India, the number is 4. Most of these guns possessed in Japan are by the members of the Yakuza , an organised crime syndicate in Japan.
Most of the gun crimes committed and arrests made related to that in Japan are also involving these Yakuza mafia members. The number of gun deaths has almost never exceeded 10 in a year in Japan, a country of million people, and most of the incidents are those involving Yakuza.
The last time a Prime Minister or former Prime Minister was assassinated in Japan was in by his own Naval staff in a plot to provoke war with the US. What are these laws in Japan that make it so difficult to possess a gun? First of all, it is virtually impossible for a civilian to get a firearm in Japan. It is outright prohibited. Only policemen and military personnel are allowed to carry a firearm.
In any case, if a person indeed wants to get a gun, there have to be some exceptions and they have to obtain a permission from the Prefectural Public Safety Commission, and for that, he or she has to undergo 13 rigorous steps. First of all, if a person wants a gun, he or she needs to join a hunting or shooting sports club.
If you are not a member of government-certified hunting or shooting club, you might as well not bother to apply.
This is followed by a firearm class. This class is not just a formality as they also have to pass a written test after that. The candidate then will have to visit a doctor who has to certify in writing that the person has no history of drug dependency and is mentally fit to carry a weapon like that. A person with a history of drugs or crime is disqualified at this step itself. This is followed by another full-day class where you learn how to fire a gun and how to store it safely.
If all of this goes without hiccups, you are then interviewed by the police for as long as they see it fit to determine why you need a firearm. The police would then conduct a background check looking for any criminal history, episodes of rage, employment history, financial status, etc. The police will also conduct interviews with family members, relatives, neighbours, colleagues, etc to understand the quality of the relationship of the applicant with them.
If the applicant clears all these processes, then they are allowed to apply for a gunpowder permit and get a certificate for the kind of gun the person wants from a dealer. The applicant has only gotten a certificate yet and not a gun. This is followed by the person needing to buy a locker for ammunition and the weapon. Police are then required to conduct another background check and inspect all the preparations the applicant has made.
The process concludes with a series of psychological assessments to understand whether the applicant is mentally fit to carry a firearm and not a risk. The licenses are only awarded for specific purposes, such as hunting or eradication of noxious birds or animals, etc. Automatic and semi-automatic firearms are not allowed for civilian possession in any situation.
The law also covers swords, model pistols, and imitation guns, unless they are for export or a part of customs for swords only.
